Description

Under the direction of the County Assessor and guidance of the Assistant County Assessor, the Appraiser I or Appraiser Trainee is responsible for conducting property appraisals for all properties assigned by the County Assessor excluding commercial and industrial properties.  Duties involve locating, viewing, inspecting, sketching and photographing property and determining the quality, grade and condition of buildings and updating property records and data into the CAMA system after viewing properties.

Appraiser Trainee: This classification differs from that of Appraiser I in that the Appraiser I requires additional license requirements and work experience, whereas the Appraiser Trainee is not required to have a MN Assessor’s license at the time of hire.  

Minimum hiring wage for the positions:
Appraiser I $22.74 
Appraiser Trainee $20.24

Requirements

  • Performs and conducts appraisal functions to determine and establish values and classifications of real property.
  • Locates, views, inspects, measures, sketches and photographs properties.
  • Determines quality, grade, condition, age and size of buildings.
  • Assures all properties assigned by the County Assessor or Assistant County Assessor are regularly viewed in accordance with statute.
  • Updates property records and property data in the tax system and CAMA system.
  • Administers and processes property tax applications and programs. Works with bordering counties to exchange cross-county valuations for tax capacity purposes. Assists taxpayers in filling out applications and forms.
  • Reads legal descriptions and surveys. Uses GIS software for determining acreage and types of land on parcels. Calculates CERs/CPIs on agricultural lands. Researches recorded documents to determine accurate legal descriptions and property ownership. Researches historical assessment data.
  • Hears, evaluates and addresses the concerns, issues and/or complaints from taxpayers regarding valuations and classifications. Reviews private appraisals presented by the public. Assists the public by calculating property tax estimates. Explains appraisal procedures and property tax laws.
  • Provides information and recommendations for Board of Appeal and Equalization meetings. 
  • Processes and completes Certificates of Real Estate Values. Verifies information on the CRV's to assure their accuracy and investigates any circumstances that could have impacted sale price. Reviews and analyzes sales data to defend valuations or to determine if adjustments are required.
  • Collaborates and works with various jurisdictions that issue building permits for properties assigned to the position. Provides jurisdictions with various reports. Works with other departments and MN DOR to provide and receive information. 
  • Performs various office functions and routines such as scanning and indexing documents and reports; making copies; composing letters; answering department phones; etc. 
  • Performs other duties of a comparable level or type, as required. 
  • Keeps abreast of changing legislation, trends and developments in areas of responsibility.
  • Participates, attends and/or serves on various committees, professional organizations, and conferences, as appropriate. 
  •  Attends continuing education to maintain MN Assessor's license
 Minimum Requirements:
Appraiser I:
One year of post-secondary education with emphasis on Business Administration or fields related to Real Estate Appraisal.   Requires Minimum of 2 years directly related experience in valuing and appraising residential, agricultural, mobile home or other non-commercial/industrial properties.
Identify licenses/certification required:  
Requires a valid driver's license in the State of MN.  Certified Minnesota Assessor (CMA) License is required. Will be required to obtain Accredited Minnesota Assessor (AMA) within timeframe established by MN State Statutes and Dept. of Revenue.
 
Appraiser Trainee:
One year of post-secondary education with emphasis on Business Administration or fields related to Real Estate Appraisal.  Minimum of 2 years prior related work experience.
Identify licenses/certification required:  
Requires a valid driver’s license in the State of MN.  Will be required to obtain Certified Minnesota Assessor (CMA) & Accredited Minnesota Assessor (AMA) within timeframe established by MN State Statutes and Dept. of Revenue.
