The City Assessor is responsible for overseeing the development and maintenance of accurate and timely property values information for tax purposes. The work involves overseeing the department and administration of the real and personal property appraisal system; reporting; working cooperatively with City Departments, staff and elected officials.

The starting salary for this position is $86,902 to $119,163, depending on qualifications and experience. Essential Functions

  • Plans, supervises and coordinates the functions of the Assessor's Office.
  • Supervises the maintenance of assessed values annually including valuing building permit work, reviewing sales and annexed properties, personal property, etc.
  • Management of the assessment team (Lead Appraiser, (3) Appraisers and an Assessment Technician) including hiring, training, certification, coaching, employee morale and engagement, performance management and discipline.
  • Supervises tax listing duties including maintaining property ownership, legal descriptions, lot sizes, etc.
  • Supervises and administers in-house citywide revaluations of all parcels once in every five-year period to maintain 100% market value assessments.
  • Analyzes and stratifies assessment/sale ratios and other sale price statistics to determine trends in market value and equity in the assessments.
  • Inspects and values complex commercial, industrial and residential property using the market, income and cost approaches to value, as well as advises and assists staff with unusual and complicated properties.
  • Annually prepares, edits, and publishes real and personal property assessment rolls, notices, and reports as required by the WI Dept. of Revenue.
  • Defends all values at Open Book and Board of Review annually.
  • Develops, recommends and administers an operating budget. Creates and implements efficiencies to reduce costs.
  • Administers the assessment valuation software system and supervises the maintenance of the electronic property records.
  • Establishes and maintains good public relations and assessment education program.
  • Meets with property owners, tax reps, attorneys, etc. to address questions and concerns regarding property assessment issues.
  • Determines tax exemption status under WI Statutes by reviewing exemption requests.
  • Makes recommendations and actively participates in mediation and litigation with the City Attorney in unlawful and excessive tax claims.

OTHER JOB FUNCTIONS

  • Assists other departments with property valuation matters re: TID developments, property acquisition/disposal, city leases, insurance replacement, etc.
  • Educates and advises the Common Council on assessment related matters.
  • Establishes collaborations with other City departments to improve efficiency and effectiveness of City services.
  • Work on citywide projects and serve on citywide teams as requested.
  • Attendance at evening meetings as necessary.


Requirements

  • Bachelor's degree in Business, Finance, Public Administration, Real Estate or related field preferred
  • 5+ years professional real estate or assessing experience preferred
  • Wisconsin Assessor II Certification (Wisc. DOR requirement).
  • Wisconsin Assessor III Certification (Wisc. DOR requirement).
  • Knowledge of local real estate market and development trends.
  • Knowledge of real property appraisal principles including the three approaches to value and the skill to complete difficult appraisal assignments.
  • Knowledge of building construction: practices, terminology, and blueprints.
  • Knowledge of Wisconsin real estate and assessment law.
  • Ability to read/interpret legal descriptions and maps.
  • Strong leadership and management skills and demonstrated ability to motivate and supervise others.
  • Strong communication skills.
  • Strong math and accounting skills.
  • Computer proficiency including experience with CAMA systems, GIS and Microsoft Office products.
  • Valid drivers license.
